of phytosanitary requirements for the export of wheat from Republic of Kazakhstan to the people’s republic of China between the Ministry of agriculture of Republic of Kazakhstan and The general administration of quality supervision, inspection and quarantine of the people’s republic of china

For the purpose of safely trial export of the Kazakhstan wheat to the People’s Republic of China and ensure the security of China agriculture production based on the results of the pest risk analysis (PRA), the Ministry of Agriculture of Republic of Kazakhstan (hereinafter referred to as MOA) and the General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China (hereinafter referred to as AQSIQ), hereinafter referred to as the Parties, have exchanged views and reached consensus on the phytosanitary requirements of Kazakhstan wheat as follows:
Article 1
The Kazakhstan wheat exported to China includes spring wheat grain for processing only (hereinafter referred to as Wheat).
Wheat shall comply with the relevant phytosanitary laws and regulations of China and meet with the phytosanitary requirements (hereinafter referred to as Requirements) as stipulated in this Protocol.
Wheat shall comply with sanitary standards of China.
Article 2
MOA shall take all mitigation measures to prevent the introduction of quarantine pests (listed in the Annex), soil and plant debris to China. MOA shall guide and supervise all wheat related procedures, including field planting, harvesting, storage, transportation and export.
Article 3
The wheat shall be produced in the Republic of Kazakhstan’s areas free from Tilletia controversa Kühn and Tilletia indica Mitra. MOA shall establish and maintain the pest free area according to the relevant standards developed by International Plant Protection Convention (IPPC). MOA and AQSIQ will jointly recognize and approve pest free area subsequently.
The Integrated Pest Management (IPM) and other mitigation measures shall be taken to minimize other pest occurrence. Upon request MOA shall provide relevant procedure and information to AQSIQ.
