THE LAW OF THE KYRGYZ REPUBLIC
ENERGY SAVINGS
Adopted by the Legislative Assembly
of Jogorku Kenesh of the Kyrgyz Republic June 12, 1998
Chapter I General Provisions
This Law establishes legal norms for implementation of public policy on improving efficient use of energy as well as legal norms for establishing and functioning of institutional, economic and information mechanisms for realisation of this policy.
Article 1. Goals of this Law
The goals of this Law are: to create conditions for efficient use of fuel and energy resources in the process of their mining, production, processing, transfer (transportation), storage, distribution and consumption (conversion); to protect interests of fuel and energy resources consumers and manufacturers by regulation of energy affairs between subjects of economic activities as well as between the state and legal entities and between the state and individuals in the sphere of energy savings.
Article 2. Definitions
In this Law the below mentioned terms have the following meanings:
Increase of energy consumption efficiency activity aimed at reservation of output unit (goods and services) without reducing the quality and quantity of production, reduction of energy quantity necessary for this production;
Energy savings efficient use of and reduction of losses in the process of production, conversion, transportation and consumption of energy;
State energy savings policy legal, organisational, financial and economic regulation of activities in the area energy savings;
Energy resource bearer of energy that is used at present or can be efficiently used in the future;
Energy passport a technical document that reflects normative and actual state of energy enterprises' economy irrespective of form of ownership;
Secondary energy resource energy resource in the form of by-product of the primary production and being such product;
Effective use of energy resources achievement of economically justified effectiveness of energy resources use with the existing level of technical and technological development and following environmental requirements;
Energy efficiency indicator absolute and specific value (quantity) of consumption or loss of energy resources for any product, of any purpose, set up by state standards, various normative documents, technological regulations and rated values for operating equipment;
