The present Law shall define the place and the role of the Kyrgyz Republic Drug Control Agency (hereinafter referred to as the Drug Control agency) in the system of executive power of the Kyrgyz Republic, it shall set up tasks, rights and responsibilities, guarantees of legal and social security, the order of their financing and materials and technical support.
Section I
General Provisions
Article 1. Drug Control Agency
Drug Control Agency is the law-enforcement and executive agency, which is not a part of the Government of the Kyrgyz Republic, conducting unified policy concerning narcotic drugs trafficking, as well as the turn-round of psychotropic substances and precursors, and counteroperations aimed at their illegal trafficking.
Director of the Drug Control Agency of the Kyrgyz Republic, appointed by the President of the Kyrgyz Republic, shall be in charge of the Drug Control Agency. The Director shall bear individual responsibility for the activity of the Drug Control Agency to the President of the Kyrgyz Republic.
The Drug Control Agency shall be accountable to the President of the Kyrgyz Republic and the Government of the Kyrgyz Republic.
Article 2. Basic Missions of the Drug Control Agency
The basic missions of the Drug Control Agency shall be the following:
- development and implementation of the state policy in the field of legal turnround of narcotic drugs, psychotropic substances and precursors, as well counteroperations aimed at their illegal trafficking;
- assurance of interactions of executive power agencies on issues concerning legal turnround of narcotic drugs, psychotropic substances and precursors, carrying out counteractions aimed at their illegal trafficking;
