LAW OF THE REPUBLIC OF KAZAKHSTAN CONCERNING THE STATE REGULATION
OF PRODUCTION AND HANDLING OF CERTAIN TYPES OF PETROLEUM PRODUCTS
This Law shall regulate the relations which emerge in the course of production and handling of petrol (except for aviation fuel), Diesel fuel and mazout (henceforth - petroleum products).
Article 1. Fundamental Definitions
The following definitions are used for the purposes of this Law:
1) vehicle refueling station (AZS) - a technological facility of a stationary type, having equipment ensuring storage and marketing of petroleum products;
2) petroleum products centre - a commodity warehouse which is used for storage of petroleum products for the purpose of their further marketing;
3) integrated data base - the electronic data base concerning the production and handling of petroleum products, which is formed on the basis of the information of the state authorities who exercise the state regulation of production and handling of petroleum products within the bounds of their authority;
4) compounding - mixing of two or several components for the purpose of obtaining a petrol of certain required quality;
5) minimum volume of production of petroleum products - the quantity of processing petroleum and (or) natural gas liquids, that a petroleum processing organisation is obliged to processes during a given calendar year in accordance with the monthly and annual schedules for its production, not less than that;
6) substandard petroleum product - a product produced in the course of processing petroleum and (or) natural gas liquids which does not comply with the requirements established by legislation;
7) handling of petroleum products - purchase, marketing, transportation, storage, export and import of petroleum products;
8) industrial passport - a document of established proforma, reflective of the production facilities parameters of the refinery, its main characteristics regulating the use of available equipment for compliance with the technological procedure of the industry;
9) production of petroleum products - a rage of operations (work) associated with the processing of petroleum and (or) natural gas liquids, providing for obtaining of petroleum products in accordance with the requirements of national standards;
