Kazakhstan Concerning the Draft Law of the Republic of Kazakhstan
"Concerning the State Regulation of Production and Handling of Certain
Types of Petroleum Products"

The Government of the Republic of Kazakhstan decrees:

That the draft Law of the Republic of Kazakhstan "Concerning the State Regulation of Production and Handling of Certain Types of Petroleum Products" shall be submitted to the Mazhilis of the Parliament of the Republic of Kazakhstan for its consideration.

LAW OF THE REPUBLIC OF KAZAKHSTAN

CONCERNING THE STATE REGULATION OF PRODUCTION AND HANDLING OF

CERTAIN TYPES OF PETROLEUM PRODUCTS

This Law shall establish the fundamentals of the state policy in the sphere of production and handling of certain types of petroleum products.

Chapter 1. General Provisions

Article 1. The Fundamental Definitions Used in This Law

For the purposes of this Law the following definitions and terms are used;

1) "vehicle refueling station" * a technological facility equipped with machinery providing for release of petroleum products for refueling of transport vehicles, as well as complying with the requirements of the state standards and other regulatory and technical requirements which are applicable to the business of operating vehicle refueling stations;

2) "petrol fraction" * a petrol component with the octane number lower than the values approved by the standards established by legislation for commercial automobile petrols;

3) "data base" * a data base on production and handling of petroleum products which is formed in accordance with the procedure specified in this law and other regulatory legal acts;

4) "compounding" * mixing of two or several components of petrol for the purpose of obtaining a commercial petrol of given quality;

5) "minimum output of petroleum products" * volume of petroleum or natural gas liquids processing, which or more must be carried out by the refinery during the calendar year in accordance with monthly and annual schedules of its performance;

6) "handling of petroleum products" * storage and sales of petroleum products (including export import operations);

7) "production facility passport" * a document of established form of the petroleum processing enterprise which specifies its main parameters;
