MEMORANDUM OF UNDERSTANDING
BETWEEN THE GOVERNMENT OF THE REPUBLIC OF
KAZAKHSTAN AND THE GOVERNMENT OF THE UNITED STATES OF AMERICA
ON CONSULAR COOPERATION
(Washington, 19 of December 1999)

The Government of the Republic of Kazakhstan and the Government of the United States of America (hereinafter referred to as the "sides");

Consistent with the basic principles of consular relations between the Republic of Kazakhstan and the United States of America and taking into account the arrangements achieved by the November 3, 1998 Joint Statement on Cooperation in Consular Affairs and the May 26, 1999 Statement of Intent on Consular Cooperation;

Desiring to promote friendly relations between the peoples of the Republic of Kazakhstan and the United States and the mutual commitment our countries share to the freedom of travel of our citizens to the Republic of Kazakhstan and the United States of America, and to the promotion of contacts in the political, economic, scientific and technical, and humanitarian spheres;

Believing that the further expansion of mutually beneficial exchanges, liberalization of visa requirements, and continued consular cooperation will facilitate the achievement of these aims;

Taking into account the past arrangements achieved within the framework of the Joint Commission and consultations between officials from both sides in Washington, Almaty and Astana;

Both sides intend to implement reciprocal changes as of January 20, 2000, to the current procedures for issuing visas to allow for:

- personnel assigned on a permanent basis to diplomatic missions, consular posts and international organizations, their spouses and minor children to be issued visas valid for a period of 36 months and for multiple entries and exits;

- close family members (children including stepchildren and adopted children, parents, siblings, spouses parents and siblings, grandchildren and grandparents) of personnel assigned on a permanent basis to diplomatic missions, consular posts and international organizations to be issued visas valid for a period of 12 months and for multiple entries and exits. There will be no visa issuance fee for such visas, but both Sides will charge an applications fee;
