Framework Agreement Between the Republic of Kazakhstan and the
United States of America (Almaty, October 7, 1994)

Representatives of the Republic of Kazakhstan (Kazakhstan) and the United States of America (U.S.) reaffirming their mutual objectives to facilitate additional measures against the proliferation of weapons of mass destruction and materials related thereto;

noting the progress made by Kazakhstan to achieve the status of a non-nuclear state; and

recognizing the mutual interests of their respective governments in cooperating to further facilitate the provision of humanitarian and technical assistance to benefit the people of Kazakhstan;
