Agreement between the Government of the Republic of Kazakhstan and
the Government of the Republic of Turkey about activity of the
coordinating office of the programs of the Government of the
Republic of Turkey
(Astana, on 19 March 2002)
The Government of the Republic of Kazakhstan and the Government of the Republic of Turkey (further referred to as Sides),
based on the friendly relations between two countries,
with the purpose to develop economic and social cooperation of both states, willing to deepen the relations by means of the technical cooperation, agreed upon the following:
Article 1
1. The Sides carry out cooperation with the purpose to assist economic and social development of their countries.
2. The present Agreement determines general regulations for carrying out technical cooperation between the Sides. The Sides may conclude additional agreements (further referred to as "project agreements") on the certain projects of technical cooperation. The joint concept of the project is fixed in the project agreements, in particular covers the objective of the project, responsibilities of the Sides, tasks and organizational status of the participants, and also schedule of project's implementation.
3. The program of the cooperation, developed within this Agreement, is coordinated by the Ministry of Economy and Trade from the Kazakhstani Side, and Coordinating Office of the Programs (COP) of the Government of the Republic of Turkey from the Turkish Side.
4. COP is an independent institution working on behalf of the Government of the Republic of Turkey, efficiently managing the process of technical cooperation thanks to flexible structure and coordinating activity as within the Republic of Turkey as abroad The main objective of COP is rendering assistance to the developing countries. The tasks of COP include preparation of programs and
projects for the development of cooperation with the above mentioned countries in such fields as economy, technologies, infrastructure, culture and education and also, coordination of rendering assistance to the developing countries.
Article 2
1. Project agreements can provide support from the Turkish Side through COP in the following fields:
a) training, consultative, research and scientific, and other programs in Kazakhstan;
b) elaboration of plans, searches and expertises;
c) other spheres of cooperation, which will be coordinated by the Sides.
2. Support can be realized through:
a) dispatch of specialists, instructors, consultants, assistants and auxiliary personnel (all personnel dispatched to the Republic of Kazakhstan by the instructions of the Turkish Side, hereinafter called "dispatched specialists");
b) supply of materials (study, methodic, program, etc.) and equipment (hereinafter called "materials");
c) training and improvement of qualification of specialists and governing personnel, and also scientists of the Republic of Kazakhstan;
d) other ways agreed by the Sides.
