DECREE No. 1003 of 13th SEPTEMBER 2002 OF THE GOVERNMENT OF THE REPUBLIC
OF KAZAKHSTAN CONCERNING THE DRAFT LAW OF THE REPUBLIC OF KAZAKHSTAN
"CONCERNING THE REPUBLIC'S BUDGET FOR YEAR 2003"

The Government of the Republic of Kazakhstan decrees:

That the draft law of the Republic of Kazakhstan "Concerning the Republic's Budget for Year 2003" shall be submitted to the Mazhilis of the Parliament of the Republic of Kazakhstan for its consideration.

LAW OF THE REPUBLIC OF KAZAKHSTAN CONCERNING THE REPUBLIC'S BUDGET

FOR YEAR 2003

Article 1. The Republic's Budget for Year 2003 shall be approved in accordance with Supplement 1 in the following amounts:

1) receipts - 621555690 thousand tenge of which:

revenues - 552836287 thousand tenge;

official transfers received - 57629991 thousand tenge;

repayment of loans - 11089412 thousand tenge;

2) expenditures 707395690 thousand tenge of which:

costs - 66853927 thousand tenge; loans - 35821763 thousand tenge;

3) deficit - 82840000 thousand tenge or 2 per cent of the predicted amount of the gross domestic product of the country.

The Government of the Republic of Kazakhstan shall provide for the financing of the Republic's Budget deficit in accordance with the legislative acts of the Republic of Kazakhstan.

Article 2. Lease payments for the use by the Russian Federation of the military test sites is shown in the revenues of the Republic's budget in the amount of 4427500 thousand tenge of which:

515200 thousand tenge are to be received in the form of money;

3912300 thousand tenge are on the terms specified in the agreements between the Republic of Kazakhstan and the Russian Federation concerning leasing of test sites and shall be used by the Ministry of Defence of the Republic of Kazakhstan with recording of the expenditures under the Republic's Budgetary Programme 045" Implementation of Interstate Agreements on Leasing of Military Test Sites".

Article 3. The receipts for the use by the Russian Federation of the "Baikonur" centre shall be presented in the Republic's Budget for Year 2003 as follows:

lease payments in amount of 18267750 thousand tenge;

arrears of lease payments for year 1999 in amount of 10263500 thousand tenge.
