Excellency,
We have the honour to inform you that the Government of Venezuela and the Government of the Republic of Kazakstan have agreed to establish diplomatic relations between the two countries as of May 8th, 1996.
We, therefore, kindly request Your Excellency to have the enclosed Protocol, that we have signed on behalf of our respective Governments, distributed among all the Member States of the United Nations for their information.
We take this opportunity to renew to Your Excellency the assurances of our highest consideration.
